The Privacy Steering Team provides privacy policy development oversight on health information exchange (HIE) and other privacy issues through collaboration with stakeholders, policy developers and implementers. Currently the Privacy Steering Team is reviewing California privacy laws and federal rules, identifying gaps and the areas in need of law harmonization. Under the California Office of Health Information Integrity (CalOHII) guidance, the Privacy Steering Team makes privacy policy recommendations and will be providing law harmonization recommendations to CalOHII.
Per the Privacy Steering Team Charter, the Steering Team (which currently is comprised of 13 members) will not exceed 21 members comprised of a balanced representation of stakeholders. The Privacy Steering Team is currently recruiting for two members to fill the following open positions on the steering team:
The time commitment for this Steering Team is not expected to exceed 20 hours per month, which includes monthly Privacy Steering Team meetings and weekly task group meetings. Additional information about the Privacy Steering Team can be found on the CalOHII website:

December 2011
At the direction of the Privacy Steering Team, the Patient Consent and Informing Task Group has diligently and collaboratively worked throughout 2011 to develop the first in a series of white papers that documents the foundational framework in which an effective electronic exchange of health information in California could progress. Within this white paper are a model consent form and patient informing document. Developed by a work group of subject matter experts, organizations may use these documents to facilitate the patient education process and subsequently document their patients’ consent decisions regarding the electronic exchange of health information.
November 2011
The Privacy Steering Team, at its October 11, 2011 in-person meeting, discussed and collectively agreed that California should adopt HIPAA as the foundation for the purposes of law harmonization and then augment with areas where California law is more protective. Subsequently, on November 10, 2011, the Privacy Steering Team unanimously voted in writing, and approved this approach.
The Privacy Steering Team has drafted, discussed, and finalized a
white paper on the need for legislation for law harmonization in California on privacy and the exchange of health information.
Privacy Steering Team Overview:
The purpose of the Privacy Steering Team is to provide continuity of knowledge, leadership, oversight, and guidance. The Privacy Steering Team will oversee development of privacy policy through collaboration with stakeholders, policy developers and implementers and act as the central authority for privacy policy and implementation information.
